CPK Rail Spokes (hub-and-spoke model)

The abandoned "hub-and-spoke" rail model from the original CPK Concept (2017), which envisaged building a network of new railway lines, including high-speed lines, radiating from across Poland toward the CPK hub near Warsaw. The programme ultimately covered approx. 2,000 km of "spokes" linking new sections built by CPK with modernizations by PKP PLK. In practice, by 2023 study and design work had not begun for a significant portion of the routes. Internal audits from 2024 and the "New Path for CPK" study from 2025 formally departed from the hub-and-spoke model in favor of a polycentric, integrated railway network (ZSK); some corridors, such as the "Y" line, are being continued as separate undertakings, while the remaining spokes were abandoned.

Why it failed

The original hub-and-spoke model from the CPK Concept (2017) was abandoned. By 2023, study and design work had not begun for approx. 500 km of the announced 2,000 km of lines. Audits from 2024 and the "New Path for CPK" study from 2025 replaced the hub-and-spoke model with a polycentric, integrated railway network (ZSK); CPK representatives described the former "spokes" as "a fairy tale." Some corridors (including the "Y" line) are being continued, while the remaining spokes were abandoned.

Significance

The departure from the hub-and-spoke model meant abandoning the originally announced approx. 2,000 km of lines converging on the CPK hub and replacing them with a polycentric, integrated railway network. According to declarations by the Ministry of Infrastructure, approx. 1,000 km of new routes are to be built by 2035, including as part of the construction of the "Y" line (Warsaw – CPK – Łódź – Poznań/Wrocław), the "Kolej Plus" programme, and work on CMK Północ. The change of concept shifted the horizon and scope of rail investments related to CPK and became the subject of public dispute over whether the former "spokes" were a realistic plan or an unrealistic schedule.
