The multi-year program "Construction of a waterway connecting the Vistula Lagoon with the Bay of Gdańsk", established by a resolution of the Council of Ministers on 24 May 2016, comprises a shipping canal through the Vistula Spit at the Nowy Świat location and a waterway through the Vistula Lagoon and the Elbląg River with a depth of 5 m, forming a waterway nearly 23 km long to the port of Elbląg. The shipping canal was opened on 17 September 2022, and the value of the program rose from PLN 880 million to approx. PLN 1.98 billion. What remains to be done is the deepening of the final, approximately 900-metre section of the Elbląg River, for which the Ministry of Infrastructure announced a new tender in February 2025; in July 2026 the Maritime Office in Gdynia reported that about half of the dredging was done and that the works are to finish at the turn of 2026/2027, at the latest by February 2027.

Significance

The waterway is intended to enable free, year-round navigation of seagoing vessels of all flags to the port of Elbląg and to make navigation on the Vistula Lagoon independent of Russia (from the Strait of Baltiysk). The economic viability of the investment is questioned: according to critics, at the original cost of PLN 880 million the return would occur after approximately 450 years, and until the final section of the Elbląg River is deepened the canal is used mainly by tourist yachts.
