A planned deep-water container terminal at the Port of Gdynia, implemented under a public-private partnership formula by Zarząd Morskiego Portu Gdynia. The terminal is to be built on reclaimed land of approximately 150 ha with a quay approximately 2500 m long and a handling capacity of around 2.5 million TEU per year, capable of accommodating ocean-going container ships up to 430 m in length. The private partner is to design, finance, build and operate the terminal under a PPP contract for 44 years; the estimated value of the investment exceeds PLN 5 billion. The procedure for selecting the private partner has been significantly prolonged — the deadline for submitting bids has been postponed many times, most recently from 14 July to 30 September 2026.

Significance

The investment is intended to increase the handling capacity of the Port of Gdynia by approximately 2.5 million TEU per year and enable the handling of the largest ocean-going container ships, strengthening the position of Polish ports in Baltic supply chains. At the same time, the years-long delays in the private-partner selection procedure and concerns related to the participation of China-linked capital in the process affect the schedule of one of the largest PPP projects in Central and Eastern Europe.
