Expansion of the A4 Motorway Krzyżowa–Legnica–Wrocław (+ S5 Sobótka–Bolków)

A programme to expand the Lower Silesian section of the A4 motorway from the Krzyżowa junction through Legnica to Wrocław, together with construction of the S5 expressway Sobótka–Bolków, led by GDDKiA. It provides for widening the existing two-lane motorway to a layout with three traffic lanes in each direction plus a hard shoulder. The most advanced section, Krzyżowa–Legnica (approx. 35 km, divided into tasks of approx. 14 km and approx. 21 km), received its first environmental decision on 14 January 2026 and is to be carried out under the "Design and Build" formula in 2027–2029. For the longer Legnica Południe–Wrocław section (approx. 80 km) and the new S5 Sobótka–Bolków route (approx. 50 km), studies and preparatory work are underway, with construction of the S5 expected in 2028–2032. The undertaking is included in the Government Programme for the Construction of National Roads until 2030 (with a horizon to 2033). The total investment cost has not yet been disclosed.

Significance

The programme covers one of the oldest and most heavily trafficked motorway corridors in Poland — the Lower Silesian section of the A4 — and completes the expressway network with the missing S5 connection towards Bolków. Widening to three traffic lanes in each direction along with a hard shoulder is intended to raise capacity and safety on the transit route linking the German border, the Wrocław agglomeration, and the south of the country. The scale of the undertaking — more than 160 km of expansion and new roads in total within a single voivodeship — makes it one of the largest road investment programmes in Lower Silesia, though it remains at the stage of environmental decisions and design documentation, and the final implementation date and budget have not yet been settled.
