Mieszkanie Plus Programme

A government programme to build rental housing with an option to acquire ownership, launched in 2016 as a pillar of the National Housing Programme. It envisaged the creation of 100,000 dwellings by the end of 2019 on public land, carried out among others by PFR Nieruchomości. By October 2021, approx. 15,000 units had been delivered, and the programme was wound down in 2023.

Why it failed

Instead of the declared 100,000 dwellings by the end of 2019, the programme had delivered approx. 15,300 units by October 2021. NIK identified the main barriers as the lack of effective and coherent legal solutions, sluggishness in implementing executive acts, and limited supply of public land. The programme was wound down in 2023.

Significance

The programme was intended to increase the availability of affordable rental housing for people with moderate incomes, but it delivered approx. 15 percent of the declared target. According to NIK, it did not significantly improve the housing situation, against an estimated deficit at the end of 2019 of around 641,000 dwellings.
