A petrochemical complex in Police built by the special-purpose company Grupa Azoty Polyolefins: a propane dehydrogenation (PDH) installation with a capacity of 429 thousand tonnes of propylene per year, a polypropylene installation with a capacity of 437 thousand tonnes per year, and its own maritime gas terminal for importing propane and ethylene by sea. The project budget exceeded PLN 7.2 billion against the original 2015 estimates of approximately PLN 1.7 billion. Polypropylene production was launched in June 2023, but the installations did not reach full, stable operation, and the indebted company entered restructuring proceedings in November 2025. On 31 March 2026, Orlen signed a preliminary agreement to acquire 100 percent of the company's shares for PLN 1.183 billion and announced the completion of the project and the start of full production in 2027.

Significance

One of the largest investments in the history of the Polish chemical industry, intended to expand Grupa Azoty's activities into plastics production (437 thousand tonnes of polypropylene per year). Part of the complex is its own gas terminal in Police, enabling maritime imports of propane and ethylene. The cost escalation from approximately PLN 1.7 billion (2015) to over PLN 7.2 billion, together with the failed attempts to reach full operation, drove the special-purpose company into restructuring and the takeover of the project by Orlen — the project became one of the leading Polish examples of a megaproject in financial trouble despite the technical completion of construction.
