Olefiny III is ORLEN's petrochemical megaproject in Płock, intended to expand the country's olefin and plastics production capacity. Originally priced at PLN 8.3 billion, its cost estimate rose many times over after successive revisions. In December 2024 ORLEN's management board halted the investment in its existing scope, indicating that the actual cost of carrying it out, together with the necessary infrastructure, would reach as much as PLN 51 billion. The company plans to use the infrastructure already built as a base for a redefined project called Nowa Chemia.

Why it failed

In December 2024 ORLEN halted the Olefiny III project in its original scope. The reason cited was underestimation of the investment's scope, the time needed for delivery, and financing costs: the estimated actual cost of delivery together with the necessary infrastructure rose from the original PLN 8.3 billion to as much as PLN 51 billion. The infrastructure built to date was designated as a base for the redefined Nowa Chemia project.

Significance

Halting the investment in its original scope closed one of the largest and most expensive industrial projects planned in Poland this decade. ORLEN justified the decision as protecting the company from further losses stemming from the underestimation of the investment's scope, its delivery time, and financing costs. The infrastructure built to date is to serve as a base for the successor project Nowa Chemia, which around 2030 is to take over the functions of the installation currently operating as part of Olefiny II.
