NRRP C1.1.1 — high-speed internet in white-spot areas
A programme under the National Recovery and Resilience Plan (investment C1.1.1), in which the Digital Poland Projects Centre distributes grants to telecommunications operators for building access networks with a throughput of at least 300 Mbps in so-called white spots — locations without access to high-speed internet. The allocation for the fourth call amounted to approximately PLN 2.46 billion, and the funding covers 95% of costs, including three years of network maintenance. The investments must be completed by 31 August 2026.

Significance
The programme aims to eliminate territorial digital exclusion in Poland. In the NRRP and FERC calls to date, more than 220 agreements worth approximately PLN 3.6 billion have been signed, covering more than 800,000 address points, and the fourth call added access for nearly 156,000 further address points. The networks are being built by private telecommunications operators using public grants.
