Construction of a new system of protective breakwaters forming the waterside access infrastructure for the planned Outer Port in Gdynia. The design-and-build contract for nearly 2.5 km of breakwaters was signed on 2 October 2024 between the Port of Gdynia Authority and a consortium of Budimex (leader), Roverpol and Rover Maritime. The contract is worth approximately PLN 438.7 million net (approximately PLN 539.6 million gross). The scope of works covers a design stage together with obtaining a building permit (up to 490 days from signing the contract) as well as construction works together with an occupancy permit (up to 819 days from obtaining the building permit). Construction of the breakwaters is scheduled to begin in mid-2026, with completion of all works in the second quarter of 2028.

Significance

The protective breakwaters constitute public maritime access infrastructure that is a precondition for the creation of the Outer Port in Gdynia – a key element intended to enable the subsequent construction of the actual pier and the deep-water terminal. The access infrastructure is the responsibility of the maritime administration, and its financing is provided by the Port of Gdynia Authority.
