A government multi-year programme covering the construction of a central transfer airport in the municipality of Baranów, approx. 37 km west of Warsaw, together with a rail component (High-Speed Rail) and a road component. The investment concept was adopted by the Council of Ministers by resolution of 7 November 2017, and on 12 September 2018 the special-purpose company Centralny Port Komunikacyjny sp. z o.o. was established (100% owned by the State Treasury). The Multi-Year Programme, adopted by the government on 31 December 2024, provides for expenditure of PLN 131.7 billion in the years 2024–2032, including PLN 42.7 billion for airport investments and over PLN 76.8 billion for the rail component. The opening of the airport, originally planned for 2027, was postponed to 2032 — together with the first section of the Warsaw–CPK–Łódź high-speed rail line. In December 2025 Prime Minister Donald Tusk announced a new brand for the airport: Port Polska.

Significance

The largest Polish infrastructure programme, integrating air, rail and road transport around a new transfer hub. It assumes the launch by the end of 2032 of the first stage of the airport — with a terminal designed to handle up to 11,000 passengers per hour — as well as the Warsaw–CPK–Łódź high-speed railway. According to government declarations, the new hub is to be the largest airport in this part of Europe; the programme remains the subject of political dispute (an audit and a 'realignment' of the schedule after 2023, the rebranding to Port Polska in 2025).
