A national deterrence and defense programme announced by Prime Minister Donald Tusk on 18 May 2024, comprising the construction of a belt of fortifications, engineering obstacles and detection systems along Poland's eastern and northern border — with Belarus and with Russia — in six voivodeships. Construction of the first elements began in late October 2024; by the end of 2025 approx. 60 km of the border had been secured with engineering measures, and the plan for 2026 envisages covering more than 200 km of further sections with works. Completion of the programme is planned for 2028, with an announced budget of at least PLN 10 billion.

Significance

The programme is to strengthen the state's resilience to attack and hybrid warfare by creating, along the borders with Russia and Belarus, a system of fortifications, obstacles and detection intended to deter a potential aggressor and hinder any incursion. It covers six voivodeships of eastern and northern Poland and is the largest postwar fortification undertaking financed from the defense ministry's budget; the government is additionally seeking co-financing from EU and NATO sources.
