The construction of fuel pipelines connecting the Polish distribution system with the NATO CEPS (Central Europe Pipeline System) – a section of approximately 300 km from the border with Germany to the PERN base in the Bydgoszcz area, together with fuel depots for the needs of Alliance forces. It will enable efficient fuel supply to allied troops stationed in Poland and the diversification of supply routes. Poland began efforts to connect to CEPS after the annexation of Crimea (2014); in October 2025 a preliminary agreement was signed between NATO's ZIOTP and the operator PERN S.A. Estimated cost: approx. PLN 20 billion. The project is part of a broader NATO program (~EUR 27 billion) for eastern-flank fuel infrastructure.

Significance

Integration with CEPS is one of the key undertakings of the defense and fuel infrastructure of NATO's eastern flank. It provides a fuel supply chain for allied troops in Poland that is independent of individual routes in the event of conflict, and strengthens energy security and military mobility on the Alliance's eastern flank.
