One of the largest flood protection programs in Poland, carried out since 2015 by the State Water Holding Polish Waters (Państwowe Gospodarstwo Wodne Wody Polskie) with co-financing from the World Bank (IBRD), the Council of Europe Development Bank, the EU Cohesion Fund, and the state budget. The program covered three particularly threatened areas: the middle and lower Odra, the Kłodzko Valley (the Nysa Kłodzka basin), and the Upper Vistula basin. Under it, among other things, dry flood-control reservoirs were built in the Kłodzko Valley with a total retention capacity of approximately 16 million m3, embankments and protective works in the Odra valley, and works on the Upper Vistula, as well as the modernization of the forecasting system and institutional strengthening of the administration. The total value of the Project was set in 2015 at approximately EUR 1,202 million, and its completion was planned for 2025.

Significance

The program raised the level of flood safety for residents of three particularly threatened regions of the Odra and Upper Vistula basins. The areas it covers are home to more than 5 million people at risk of flooding in total, of whom approximately 122 thousand live in areas of special flood hazard. New retention (among others, approximately 16 million m3 in the Kłodzko Valley reservoirs), together with modernized embankments and forecasting systems, increased the resilience of river valleys to floods, as confirmed by the 2024 flood.
