Wisła Program – medium-range air defense (Patriot/IBCS)

The Wisła Program is the construction of an integrated anti-aircraft and anti-missile medium-range air defense system (up to approximately 100 km) based on American MIM-104 Patriot (PAC-3+) systems and the network-centric IBCS command system. The first phase – the purchase of two Patriot batteries together with IBCS, worth approximately PLN 16.6 billion – was finalized in an agreement of 28 March 2018; the M903 launchers for this phase were assembled at Huta Stalowa Wola (16 units accepted in March 2023). On 18 December 2025, the 37th Air Defense Missile Squadron of the 3rd Warsaw Air Defense Missile Brigade in Sochaczew reached full operational readiness, closing the first phase of the program. The second phase, comprising among other things the acquisition of IBCS components (an intergovernmental agreement of 29 February 2024, approximately USD 2.53 billion net, delivery in 2024-2031) and the production of 48 M903 launchers at HSW with delivery in 2027-2029, is underway. The program is dominated by the purchase of armaments in the USA, and therefore the record serves the function of strategic visibility of the air defense pillar rather than a monetary record of the full value.

Significance

The Wisła Program creates Poland's first layered medium-range anti-aircraft and anti-missile defense system, capable of engaging aircraft, ballistic and cruise missiles and – thanks to the IBCS system – of integrating sensors and effectors of various types within a single command network. Achieving full operational readiness of the first battery makes Poland one of the first US allies to operationally use IBCS. The participation of Polish industry (among others, the assembly and production of M903 launchers at Huta Stalowa Wola, components from ZM Tarnów and WZE) builds national production and servicing capabilities in the area of air defense.
