A programme to acquire short-range ground-based air defence for the Polish Armed Forces, based on CAMM-ER missiles and iLauncher launchers. In September 2023, the Armament Agency awarded the PGZ-NAREW Consortium an order with a total value of approx. PLN 54 billion gross for the delivery of key elements of 23 batteries (over 1,000 CAMM-ER missiles and 138 iLauncher launchers), with deliveries in the years 2027–2035. In November 2023, Polska Grupa Zbrojeniowa S.A., as leader of the consortium, concluded a contract with MBDA UK Ltd worth over GBP 4 billion (over PLN 20 billion) for the delivery of missile and launcher components and a transfer of technology enabling their production and assembly in Poland. The record values of the entire programme (PLN 54 billion) and of the MBDA contract (over PLN 20 billion) largely comprise purchases from a foreign entity and are not a domestic production outlay. The cost field includes exclusively the separated Polish outlay on launching production: the 2025 recapitalisation of the PGZ NAREW companies with PLN 930.17 million from the Capital Investment Fund, allocated among others to the production capacity for the rocket engine and warhead at Mesko, the CAMM-ER production hall at the Military Electronic Works (Wojskowe Zakłady Elektroniczne), and the construction of the Armament and Systems Integration Centre at OBR CTM. This amount is a 2025 tranche, and not the total target production outlay.

Significance

Narew is a flagship pillar of the Polonisation of short-range air defence and the second element — alongside the medium-range Wisła — of a multi-layered anti-aircraft shield. The launch in the country of the production and assembly of CAMM-ER missiles and iLauncher launchers, together with the transfer of technology from MBDA UK, is intended to build domestic production and servicing capabilities and to reduce dependence on foreign supplies. The scale of the programme (23 batteries, over 1,000 missiles, 138 launchers, deliveries through 2035) makes it one of the largest undertakings in the modernisation of the Polish Armed Forces.
