National Ammunition Reserve (multi-year government programme)
The National Ammunition Reserve is a multi-year government programme established by Resolution No. 43 of the Council of Ministers of 29 March 2023, aimed at expanding and diversifying the domestic base for producing multi-calibre ammunition (primarily 155 mm artillery ammunition) and rebuilding ammunition reserves. The programme combines ammunition procurement with investment in the manufacturing capacity of the Polish defence industry; according to press reports, approx. PLN 12 billion has been earmarked for procurement and a further approx. PLN 2 billion for investment. On the ministry side, implementation is the responsibility of the Armament Agency, and the programme is carried out by the PGZ-Amunicja consortium (including Dezamet in Nowa Dęba, Mesko, and Nitro-Chem). The framework agreement covers the period up to 2029. In May 2026, another contract for 155 mm ammunition worth more than PLN 13.5 billion net was signed in Nowa Dęba, financed from the EU's SAFE instrument.

Significance
The programme is intended to increase Poland's ammunition independence and rebuild strategic reserves of shells, in particular 155 mm artillery rounds for the Krab and K9 howitzers. It envisages a multi-fold increase in domestic production capacity – from several tens of thousands of units per year to a target of more than 150 thousand units per year in the second half of the decade – as well as diversification of supply by engaging several Polish defence-industry plants grouped in the PGZ-Amunicja consortium. Its implementation is intended to strengthen the country's defence capabilities and industrial base amid heightened threat following Russia's aggression against Ukraine.
