A municipal waste-to-energy incineration plant in Olsztyn on Bublewicza Street, delivered under a 25-year public-private partnership model (DBFO/PPP). The plant, with a capacity of approximately 100 thousand tonnes of waste per year, was officially opened on 15 January 2025 and produces heat and electricity for the city's district heating system. The total cost of the project amounted to PLN 883.7 million, including PLN 233.3 million in EU funding from the OPI&E 2014-2020, with the remaining part financed by the private partner (the Meridiam fund, holding a 95% stake in the company Dobra Energia dla Olsztyna).

Significance

The plant covers approximately 35% of Olsztyn's heat demand and produces over 64 thousand MWh of electricity annually, thermally processing approximately 100 thousand tonnes of municipal waste per year. It is a key element of the transformation of the municipal district heating system after the move away from coal, replacing earlier sources based on fossil fuels.
