Hydrogen Eagle is a strategic, multinational hydrogen program of the ORLEN Group announced in 2021, forming part of the company's hydrogen strategy with planned capital expenditure (capex) on the order of PLN 7.4 billion. The program provides for the construction of a network of hydrogen hubs powered by renewables and installations converting municipal waste into low- and zero-emission hydrogen in Poland, the Czech Republic and Slovakia, together with a network of over 100 hydrogen refueling stations in Central Europe by 2030. The Group's target electrolyzer capacity is to reach approx. 0.9 GW by 2035 (of which approx. 0.7 GW in Poland). In June 2025, the Green H2 and Hydrogen Eagle programs together received over PLN 1.7 billion in non-repayable funding from the National Recovery Plan (KPO), including for the installation of a 100 MW electrolyzer. The scope and pace of the program are repeatedly revised – it is an umbrella entry for the entirety of the company's hydrogen activities, not a single investment.

Significance
The program aims to build a domestic value chain for low- and zero-emission hydrogen, supporting the decarbonization of heavy and public transport as well as the refining industry. Expanding electrolyzer capacity and the refueling station network increases energy security and reduces dependence on fossil fuels, while the planned use of energy from offshore wind farms and municipal waste aligns with EU climate goals. Implementation, however, remains dependent on the availability of cheap renewable energy and the maturity of the hydrogen market, and the declared scope and schedule are repeatedly revised.
