Harmony Link (Poland–Lithuania electricity interconnection)

The second cross-border electricity interconnection between Poland and Lithuania, delivered jointly by the transmission system operators PSE and Litgrid. Originally approved in May 2021 as a 700 MW submarine HVDC cable (cost approx. EUR 700 million with a CEF grant of over EUR 500 million, completion planned for 2025). The tenders for the offshore variant were cancelled in April 2023 due to a sharp rise in costs, and in late 2023 the operators agreed on an onshore variant. In its current form, on the Polish side an underground 220 kV cable line, Ełk Bis–Polish border, approx. 100 km long, is being built, running through six communes in the Warmińsko-Mazurskie and Podlaskie Voivodeships, together with two new substations — Norki in the Kalinowo commune and Wigry in the Suwałki commune — and modernization of the existing 220 kV Ostrołęka–Ełk Bis line; on the Lithuanian side the connection reaches the new Gižai substation. Construction is planned for 2026–2030, with the connection to be commissioned by the end of 2030.

Significance

A key element of synchronizing the Baltic states' power systems with the continental European grid and the second cross-border connection between Poland and Lithuania. It will increase energy exchange capacity and security of supply in the region; on the Polish side it means expansion of the transmission grid in Masuria and the Suwałki region (new Norki and Wigry substations, modernization of the Ostrołęka–Ełk Bis line).
