155 mm powder and ammunition plant in Pionki (Eurenco / PGZ)
A new plant for multi-base powder and modular charges for 155 mm caliber artillery ammunition, being built in Pionki in Mazovia on the site of Mesko (PGZ Group) in cooperation with the French group Eurenco. The project envisages establishing a joint venture with the participation of PGZ, Mesko and Eurenco, in which the Polish side is to retain a 51% stake, along with technology transfer modeled on Eurenco's plant in Bergerac, France. A framework agreement for ten years of cooperation was signed on 22 October 2025 at Mesko's headquarters in Pionki, and on 15 June 2026, during the Eurosatory 2026 trade fair, Mesko and Eurenco concluded a shareholders' agreement establishing the joint venture. Eurenco's investment on the Polish side is estimated at around EUR 250 million; the plant's target capacity is around 1,200 tonnes of artillery powder per year and up to 600 thousand modular charges. Production start-up is planned for 2028, with full capacity to be reached at the beginning of 2029 at the latest.

Significance
The plant is intended to close one of the weakest links in the European artillery ammunition production chain – the manufacture of powder and propellant charges. Launching production in Poland of multi-base powder (ultimately approx. 1,200 tonnes per year) and up to 600 thousand modular charges for 155 mm shells is to make the domestic and European industry independent of external supplies of this critical component. Retaining a 51% stake on the Polish side is to ensure domestic control over the production process, while the transfer of Eurenco technology (the Bergerac model) is to reduce production start-up risks. The investment strengthens Poland's strategic self-sufficiency in the 155 mm ammunition segment.
