Elektrownia Północ (Rajkowy near Pelplin)

cancelled stage: permits abandoned

A planned private 1,600 MW coal-fired power plant (2 x 800 MWe) in Rajkowy near Pelplin in Pomorskie Voivodeship, developed by Polenergia, a company of the Kulczyk group. The unit was to be fuelled by hard coal (on the order of 4.5-5 million tonnes per year). The investment did not materialise: following the annulment of the building permit and a June 2019 ruling of the Supreme Administrative Court in Warsaw, the project ended definitively.

Why it failed

The investment was not carried out. The June 2019 ruling of the Supreme Administrative Court in Warsaw marked the definitive end of the project; earlier, as far back as 2015, the investor had pointed to the absence of economic grounds for its implementation.

Significance

The abandonment of the largest planned private coal-fired power plant in Poland is sometimes read as the symbolic end of the era of new coal units in the country. After dropping the project, the investor redirected its activity towards renewable energy, including offshore wind farms on the Baltic Sea.
