Second nuclear power plant (EJ2, Konin or Bełchatów)

A planned second Polish nuclear power plant (EJ2), envisaged in the Polish Nuclear Power Programme (PPEJ) alongside the first plant in the Pomerania region. The programme calls for the construction of two power plants with a combined capacity of 6-9 GWe. In the updated PPEJ, presented on 12 June 2026 by the Ministry of Energy, Bełchatów and Konin were indicated as the preferred locations - regions associated with large conventional-power assets (Kozienice and Połaniec are also under consideration on a broader shortlist). According to the schedule, the selection of a strategic partner and technology for EJ2 is planned for 2027, and the designation of the location for 2028. Construction of the first unit is planned to begin in 2032, with commissioning in 2040. Site surveys at the candidate locations are being conducted by Polska Grupa Energetyczna, although the project investor has not yet been formally designated.

Significance

The second nuclear power plant is a key element in delivering the PPEJ objective of building two nuclear power stations with a combined capacity of up to 9 GWe. It is intended to strengthen the country's energy security and to replace coal capacity being phased out with stable, low-emission energy production. Naming Bełchatów and Konin as the preferred locations ties the investment to regions losing jobs in conventional power generation, offering a chance to transform these areas. However, the distant time horizon (location choice in 2028, start of production only in 2040) and the absence of a designated investor and technology mean that the project is at a very early stage and carries considerable uncertainty.
