CCGT Ostrołęka combined-cycle gas power plant

under construction stage: commissioning delayed
2.9 bn PLN
contract value · data from Oct 2023 ≈ 2.9 bn PLN (value-by-stage, est., nominal)

A combined-cycle gas turbine unit with a capacity of 745 MWe net being built in Ostrołęka (Mazowieckie Voivodeship) by CCGT Ostrołęka sp. z o.o. of the Energa Group (ORLEN Group), after the coal-fired Ostrołęka C project was abandoned and the technology switched to gas. The general contractor under the EPC formula is GE Power and General Electric Global Services; the notice to proceed (NTP) was issued on 24 March 2022. In October 2023 an addendum raised the contractor's estimated remuneration from approx. PLN 2.5 to approx. PLN 2.85 billion net, among other reasons due to the effects of the war in Ukraine. The contractual date for signing the provisional acceptance certificate was set at 31 December 2025; in December 2025 the unit entered the cold-start phase, and as of March 2026 the project was approximately 90% complete, with the first firing of the gas turbine planned for mid-2026 and an operational milestone in the second half of 2026. The unit will be fuelled by natural gas from the Poland-Lithuania interconnector via a pipeline approximately 28 km long.

Significance

The 745 MW unit, thanks to its high operational flexibility, is intended to support the security of the National Power System during the energy transition, in line with the goals of Poland's energy policy up to 2040. As a source fuelled by high-methane natural gas from the Poland-Lithuania interconnector, it replaces the abandoned coal-fired Ostrołęka C project and closes the dispatchable capacity balance in north-eastern Poland.
